Narrative:

Climbing out of tlh on a runway heading assigned by tower we noticed a traffic conflict above us at 4000 ft was 3 helicopters. We were passing through 2700 ft. As first officer I was trying to get in contact with departure but they were not answering after 2 calls I switched back to tower, who told me to try again. I did so unsuccessfully. I went back to tower and they told us to turn to a 180 degree heading and level at 3000 ft due to the traffic. This problem was caused by departure not answering their radio. Had they been more attentive, and received our first call no conflict would have occurred.
