Narrative:
Phx departure off runway 26R has a 3000 ft hold down till 4 mi from pnx VOR. After takeoff, we leveled at 3000 ft, got TCASII 'traffic climb,' saw TCASII red target at 12 O'clock on radar screen, pulled aircraft up till rate of climb was in green band on vsi. Target went directly under our aircraft. RA quit when we climbed through 3600 ft. Never saw 'traffic' visually.
