Narrative:
Airlines flight from orf to jax on climb out, cleared by ZDC to FL260. While ascending through FL240, TCASII issued a TA, followed by an RA to descend. Followed commands, stopped climb, and descended back to FL240. Traffic was observed on cockpit screen to be at FL250. Traffic was not observed visually. Occurred approximately 17 mi southeast of cvi subsequent phone calls with ATC center supervisor, we were advised that there was no danger of collision. Their instruments showed both aircraft to be safe both vertically and laterally.

Title: MLG CLRED TO CLB THROUGH OCCUPIED ALT GETS TCASII RA.
Narrative: AIRLINES FLT FROM ORF TO JAX ON CLBOUT, CLRED BY ZDC TO FL260. WHILE ASCENDING THROUGH FL240, TCASII ISSUED A TA, FOLLOWED BY AN RA TO DSND. FOLLOWED COMMANDS, STOPPED CLB, AND DSNDED BACK TO FL240. TFC WAS OBSERVED ON COCKPIT SCREEN TO BE AT FL250. TFC WAS NOT OBSERVED VISUALLY. OCCURRED APPROX 17 MI SE OF CVI SUBSEQUENT PHONE CALLS WITH ATC CTR SUPVR, WE WERE ADVISED THAT THERE WAS NO DANGER OF COLLISION. THEIR INSTS SHOWED BOTH ACFT TO BE SAFE BOTH VERTLY AND LATERALLY.
