Narrative:

Upon landing, tower transmitted during rollout to advise us of turnoff, instructions from runway 11. I'd bet my paychk that tower's directions were for a left turn and taxi to parking. As I completed the after landing checklist with no urgency in mind since I had heard clearance to parking, I changed the radio frequency to ground and was advised to return to tower for further instructions. Tower advised a telephone number to call. It seems the tower controller felt we crossed an active runway without clearance. The captain and I discussed taxi clearance while exiting the runway and agreed that we were cleared to taxi to the ramp. We received no 'hold short' clearance. I did not hear the captain's phone conversation with the controller, but I understand his concern. There was no traffic (other than we) on the airport at that time. A light aircraft landed on runway 11 about 5 mins behind us. There was never any potential conflict. Callback conversation with reporter revealed the following information: the reporter had never flown with his captain before or since, and had never been into mso before or since. The reporter does not know if the tower gave or did not give a frequency change. None was acknowledged. There was only one other aircraft in operation while this was going on. The captain was properly contrite when talking to the tower. Apparently the tower controller wanted the captain to set up a program at the captain's home base to make other pilots aware of the ground traffic situation at mso. The reporter thought that the captain was being 'spoken down to' by the tower controller. The reporter wants the ASRS to know that he is a retired O-6 from the USAF. The reporter has not heard from the FAA on this matter.

THE CAPT AND I DISCUSSED TAXI CLRNC WHILE EXITING THE RWY AND AGREED THAT WE WERE CLRED TO TAXI TO THE RAMP. WE RECEIVED NO 'HOLD SHORT' CLRNC. THE RPTR DOES NOT KNOW IF THE TWR GAVE OR DID NOT GIVE A FREQ CHANGE. NONE WAS ACKNOWLEDGED. THERE WAS ONLY ONE OTHER ACFT IN OP WHILE THIS WAS GOING ON. THE CAPT WAS PROPERLY CONTRITE WHEN TALKING TO THE TWR. APPARENTLY THE TWR CTLR WANTED THE CAPT TO SET UP A PROGRAM AT THE CAPT'S HOME BASE TO MAKE OTHER PLTS AWARE OF THE GND TFC SIT AT MSO. THE RPTR THOUGHT THAT THE CAPT WAS BEING 'SPOKEN DOWN TO' BY THE TWR CTLR. THE RPTR WANTS THE ASRS TO KNOW THAT HE IS A RETIRED O-6 FROM THE USAF. THE RPTR HAS NOT HEARD FROM THE FAA ON THIS MATTER.
