Narrative:

On the mod. Mod 2 STAR to sfo, ZOA had cleared us to cross cedes at 11000 ft and 210 KTS. The captain started a slow descent and got above the descent path. Realizing this, the captain increased the descent rate. We leveled off at 11000 ft and 340 KTS approximately 6-7 mi from cedes. I advised the captain we would not make the speed restr at cedes. The captain acknowledged my advice and, to my surprise, did not deploy the speed brakes because 'they made the cabin vibrate too much.' we crossed cedes intersection at 11000 ft and 280-290 KTS. Corrective action -- ATC must be advised if a flight cannot comply with an ATC clearance. In the future, I will do same at the earliest opportunity.

Narrative: ON THE MOD. MOD 2 STAR TO SFO, ZOA HAD CLRED US TO CROSS CEDES AT 11000 FT AND 210 KTS. THE CAPT STARTED A SLOW DSCNT AND GOT ABOVE THE DSCNT PATH. REALIZING THIS, THE CAPT INCREASED THE DSCNT RATE. WE LEVELED OFF AT 11000 FT AND 340 KTS APPROX 6-7 MI FROM CEDES. I ADVISED THE CAPT WE WOULD NOT MAKE THE SPD RESTR AT CEDES. THE CAPT ACKNOWLEDGED MY ADVICE AND, TO MY SURPRISE, DID NOT DEPLOY THE SPD BRAKES BECAUSE 'THEY MADE THE CABIN VIBRATE TOO MUCH.' WE CROSSED CEDES INTXN AT 11000 FT AND 280-290 KTS. CORRECTIVE ACTION -- ATC MUST BE ADVISED IF A FLT CANNOT COMPLY WITH AN ATC CLRNC. IN THE FUTURE, I WILL DO SAME AT THE EARLIEST OPPORTUNITY.
