Narrative:
On arrival at mia, approach controller asked us to maintain 180 KIAS minimum to iness for runway 9R. Due to frequency congestion, we were unable to contact tower until 3 NM from touchdown. We crossed iness at 180 KTS and were in the process of slowing to approach speed. The tower had previously cleared a heavy 4 engine jet into position and hold on runway 9R ahead of our arrival. The combination of an apparent delay in issuance of a takeoff clearance for the heavy and that aircraft slow response to start rolling, we informed tower that we were initiating a go around from 300 ft due to lack of safe separation. We were subsequently cleared back for a visual to runway 9R after the go around.

Title: FREQ CONGESTION AND SLOW DEP ROLL CAUSED GAR.
Narrative: ON ARR AT MIA, APCH CTLR ASKED US TO MAINTAIN 180 KIAS MINIMUM TO INESS FOR RWY 9R. DUE TO FREQ CONGESTION, WE WERE UNABLE TO CONTACT TWR UNTIL 3 NM FROM TOUCHDOWN. WE CROSSED INESS AT 180 KTS AND WERE IN THE PROCESS OF SLOWING TO APCH SPD. THE TWR HAD PREVIOUSLY CLRED A HEAVY 4 ENG JET INTO POS AND HOLD ON RWY 9R AHEAD OF OUR ARR. THE COMBINATION OF AN APPARENT DELAY IN ISSUANCE OF A TKOF CLRNC FOR THE HEAVY AND THAT ACFT SLOW RESPONSE TO START ROLLING, WE INFORMED TWR THAT WE WERE INITIATING A GAR FROM 300 FT DUE TO LACK OF SAFE SEPARATION. WE WERE SUBSEQUENTLY CLRED BACK FOR A VISUAL TO RWY 9R AFTER THE GAR.
