Narrative:
I forgot to make sure we had a clearance to taxi. We had taken the aircraft up for a test flight to make sure the stall warning indicator was fixed. Test flight was satisfactory so we returned to the airport. It was very close to departure time so I allowed myself to get rushed. We were in the office completing the paper work while the passenger were being loaded (my copilot and the ticket agents were working with the passenger). It was a very cold morning so I hurried back out and started the engines. I was also in a hurry to get the flight out on time. I started to taxi and assumed the copilot had got the clearance to taxi since he had already got the IFR clearance. Ground never said a word to us, but after we had entered the taxiway from the ramp, I wasn't sure we had the clearance so I called and got one. Nothing more was said. We had just begun to taxi on the taxiway, no other aircraft were around so there were no serious problems. Contributing factors: letting myself become rushed to get the flight out on time and not following our general operations manual which states that the PIC does all the communicating on the ground.

Title: PART 135 PIC FAILED TO CALL FOR TAXI CLRNC PRIOR TO LEAVING RAMP.
Narrative: I FORGOT TO MAKE SURE WE HAD A CLRNC TO TAXI. WE HAD TAKEN THE ACFT UP FOR A TEST FLT TO MAKE SURE THE STALL WARNING INDICATOR WAS FIXED. TEST FLT WAS SATISFACTORY SO WE RETURNED TO THE ARPT. IT WAS VERY CLOSE TO DEP TIME SO I ALLOWED MYSELF TO GET RUSHED. WE WERE IN THE OFFICE COMPLETING THE PAPER WORK WHILE THE PAX WERE BEING LOADED (MY COPLT AND THE TICKET AGENTS WERE WORKING WITH THE PAX). WE HAD JUST BEGUN TO TAXI ON THE TXWY, NO OTHER ACFT WERE AROUND SO THERE WERE NO SERIOUS PROBS. CONTRIBUTING FACTORS: LETTING MYSELF BECOME RUSHED TO GET THE FLT OUT ON TIME AND NOT FOLLOWING OUR GENERAL OPS MANUAL WHICH STATES THAT THE PIC DOES ALL THE COMMUNICATING ON THE GND.
