Narrative:

Taxied out for takeoff - visibility 4500 ft RVR - tower couldn't see - had to call passing runways 12L, 12R and 17 while on taxiway H. Once past runway 17 switched to tower, told to taxi up and hold short, aircraft on a 1 mi final. Very shortly a white lear 35 descended out of the clouds right at us. Approximately 20- 30 degrees off runway heading (to the left). We observed aircraft pitch altitude change to a climb and a left bank commenced to miss my tail (B-727 tail 37 ft). He went behind us. We, passenger, could see, feel, and hear the lear. I had no time to respond other than to broadcast 'don't hit me' on tower. Passenger on board were very concerned, scared. NDB approach to runway 4 at hobby has RVR 4000 ft minimums, seems very low for a CAT 1 ILS runway. I have no idea what approach was being flown.

Title: B-737 ON GND HOLDING SHORT FOR TKOF. LEAR 35 ON APCH, LOW VISIBILITY CEILING BROKE OUT L OF COURSE. GAR WAS INITIATED, PASSED OVER HOLDING ACFT LOW AND BEHIND.

Narrative: TAXIED OUT FOR TKOF - VIS 4500 FT RVR - TWR COULDN'T SEE - HAD TO CALL PASSING RWYS 12L, 12R AND 17 WHILE ON TXWY H. ONCE PAST RWY 17 SWITCHED TO TWR, TOLD TO TAXI UP AND HOLD SHORT, ACFT ON A 1 MI FINAL. VERY SHORTLY A WHITE LEAR 35 DSNDED OUT OF THE CLOUDS RIGHT AT US. APPROX 20- 30 DEGS OFF RWY HDG (TO THE L). WE OBSERVED ACFT PITCH ALT CHANGE TO A CLB AND A L BANK COMMENCED TO MISS MY TAIL (B-727 TAIL 37 FT). HE WENT BEHIND US. WE, PAX, COULD SEE, FEEL, AND HEAR THE LEAR. I HAD NO TIME TO RESPOND OTHER THAN TO BROADCAST 'DON'T HIT ME' ON TWR. PAX ON BOARD WERE VERY CONCERNED, SCARED. NDB APCH TO RWY 4 AT HOBBY HAS RVR 4000 FT MINIMUMS, SEEMS VERY LOW FOR A CAT 1 ILS RWY. I HAVE NO IDEA WHAT APCH WAS BEING FLOWN.
