Narrative:
Air carrier Y, B737, swbound from stl to phx at FL280. Aircraft X sebound from cos to rog at FL290. 30 mi southeast of the any VOR, X asked to descend to FL270. X was cleared to FL270. In doing so, X passed 800 ft above and 3.9 mi behind Y. The judgement factor was critical. Better judgement should have been used.
