Narrative:

On climb out I stopped air carrier X at 6000 ft due to opposite direction tagged VFR navion (aircraft Z) at 6500 ft. I turned X 20 degrees right and issued traffic on navion as 10 O'clock and would pass 2 mi off your left wing. X said he had the traffic in sight. When I determined targets would not merge I climbed X to 11000 ft. X later said traffic was not a navion but a c- 310 (aircraft Y) not at 6500 ft. I did not observe this untracked target until it was west of X. X was not TCASII equipped according to flight plan.
