Narrative:
On our descent into the cleveland area from FL240 to 6000 ft we were high, and the copilot deployed the spoilers to increase rate of descent to 5000-6000 FPM. During the descent we were given a vector heading northeast, and were questioned if we had the field in sight. I replied that we did, then started to set up coplts' side for backup localizer frequency and LOM frequency, and I reviewed approach checklist to make sure everything had been completed. I did not hear the 1000 ft to go chime, and with the spoilers deployed by the time the 300 ft past altitude chime sounded we passed 6000 ft, down to 5200 ft. At the sound of the 300 ft past chime we recovered to altitude as soon as we could. Approach did not ask us about our altitude. When I asked the copilot about the altitude excursion he replied that he had thought we were cleared for the visual when approach asked us if we had the field in sight. The copilot has 200-300 hours in the lear. I should have been much more observant during a critical phase of flight than I was, even though we were in VMC.

Title: ALTDEV ALT OVERSHOT IN DSCNT PROC.

AT THE SOUND OF THE 300 FT PAST CHIME WE RECOVERED TO ALT AS SOON AS WE COULD. APCH DID NOT ASK US ABOUT OUR ALT. WHEN I ASKED THE COPLT ABOUT THE ALT EXCURSION HE REPLIED THAT HE HAD THOUGHT WE WERE CLRED FOR THE VISUAL WHEN APCH ASKED US IF WE HAD THE FIELD IN SIGHT. THE COPLT HAS 200-300 HRS IN THE LEAR. I SHOULD HAVE BEEN MUCH MORE OBSERVANT DURING A CRITICAL PHASE OF FLT THAN I WAS, EVEN THOUGH WE WERE IN VMC.
