Narrative:
As dispatcher I tried several times to run an analysis for feb fra/del. I also tried to pull up previous fra/del pilot plans to see which route was used. The flight plan computer shut down each time. It had been about a month since I had worked this flight. I called fra flight control to ask for the proper route since the fra dispatcher is more familiar with this part of the world. In accordance with far 121.463 D, the fra dispatcher replied to use computer coded route tjt. I released the flight on this route. The captain signed the release and the flight departed on flight plan route. About 20 mins into the flight the captain determined he did not have overfly permit for iran. Did not have sufficient fuel for the pl route around iran so had to divert to bahrain for fuel.

Narrative: AS DISPATCHER I TRIED SEVERAL TIMES TO RUN AN ANALYSIS FOR FEB FRA/DEL. I ALSO TRIED TO PULL UP PREVIOUS FRA/DEL PLT PLANS TO SEE WHICH RTE WAS USED. THE FLT PLAN COMPUTER SHUT DOWN EACH TIME. IT HAD BEEN ABOUT A MONTH SINCE I HAD WORKED THIS FLT. I CALLED FRA FLT CTL TO ASK FOR THE PROPER RTE SINCE THE FRA DISPATCHER IS MORE FAMILIAR WITH THIS PART OF THE WORLD. IN ACCORDANCE WITH FAR 121.463 D, THE FRA DISPATCHER REPLIED TO USE COMPUTER CODED RTE TJT. I RELEASED THE FLT ON THIS RTE. THE CAPT SIGNED THE RELEASE AND THE FLT DEPARTED ON FLT PLAN RTE. ABOUT 20 MINS INTO THE FLT THE CAPT DETERMINED HE DID NOT HAVE OVERFLY PERMIT FOR IRAN. DID NOT HAVE SUFFICIENT FUEL FOR THE PL RTE AROUND IRAN SO HAD TO DIVERT TO BAHRAIN FOR FUEL.
