Narrative:
On a VFR climb, picked up IFR from sgu-slc during a climb in VMC. Entered bases approximately 3 mi north of on-field VOR at 9800 ft scattered, broken conditions. Highest terrain 10300 ft 15 mi north of VFR, center asked flight conditions and indicated they felt I violated terrain clearance criteria. Clearance consisted of direct routing. While the flight was never closer than 2000 ft from any terrain within 5 mi (SM) lateral and 8-9 mi ahead, solution would be to climb in holding to depart VOR at or above 12400 ft 2000 ft above any point along the first route segment including 5 SM either side of course. Bases were broken and it appeared I would maintain VFR until above 12400 ft en route to FL210. Future practice will include climb in published departure to segment 'MEA' plus 2000 ft prior to on course in mountainous areas.

WHILE THE FLT WAS NEVER CLOSER THAN 2000 FT FROM ANY TERRAIN WITHIN 5 MI (SM) LATERAL AND 8-9 MI AHEAD, SOLUTION WOULD BE TO CLB IN HOLDING TO DEPART VOR AT OR ABOVE 12400 FT 2000 FT ABOVE ANY POINT ALONG THE FIRST RTE SEGMENT INCLUDING 5 SM EITHER SIDE OF COURSE. BASES WERE BROKEN AND IT APPEARED I WOULD MAINTAIN VFR UNTIL ABOVE 12400 FT ENRTE TO FL210. FUTURE PRACTICE WILL INCLUDE CLB IN PUBLISHED DEP TO SEGMENT 'MEA' PLUS 2000 FT PRIOR TO ON COURSE IN MOUNTAINOUS AREAS.
