Narrative:

Air carrier X (ccs to mia) level at 4000 ft MSL on darpa 3 SID, TCASII called 'traffic,' TCASII display amber caution, no altitude. While looking for traffic visually, departure control said 'climb to 6000 ft, traffic at 12 O'clock.' captain read back clearance and I started the climb. We spotted the oncoming light civil above us and returned to 4000 ft. 4500 ft MSL was altitude as we passed the aircraft. Departure control then cleared us to FL260. No other action taken. Ccs has an ATC problem at present with a mix of civilians and military. Better radios and better training would help.

Title: ACR X TCASII TA NON ADHERENCE TO ATC CLRNC STOPPED CLB HAD CONFLICT WITH POSSIBLE VFR ACFT.

Narrative: ACR X (CCS TO MIA) LEVEL AT 4000 FT MSL ON DARPA 3 SID, TCASII CALLED 'TFC,' TCASII DISPLAY AMBER CAUTION, NO ALTITUDE. WHILE LOOKING FOR TFC VISUALLY, DEP CTL SAID 'CLB TO 6000 FT, TFC AT 12 O'CLOCK.' CAPT READ BACK CLRNC AND I STARTED THE CLB. WE SPOTTED THE ONCOMING LIGHT CIVIL ABOVE US AND RETURNED TO 4000 FT. 4500 FT MSL WAS ALT AS WE PASSED THE ACFT. DEP CTL THEN CLRED US TO FL260. NO OTHER ACTION TAKEN. CCS HAS AN ATC PROB AT PRESENT WITH A MIX OF CIVILIANS AND MIL. BETTER RADIOS AND BETTER TRAINING WOULD HELP.
