Narrative:
Below 10000 ft, first officer flying. Airspeed kept increasing above 250 KTS. Also, assigned altitude was 4600 ft. Altitude deviation was constantly plus and minus 250 ft. The only way to resolve this was for me to take control of the aircraft.

Narrative: BELOW 10000 FT, FO FLYING. AIRSPD KEPT INCREASING ABOVE 250 KTS. ALSO, ASSIGNED ALT WAS 4600 FT. ALTDEV WAS CONSTANTLY PLUS AND MINUS 250 FT. THE ONLY WAY TO RESOLVE THIS WAS FOR ME TO TAKE CTL OF THE ACFT.
