Narrative:
I was captain mar/xx/95 on a flight oak-ont XA00 local. Cleared taxiway Z using the flight interphone, it became inoperative and stuck in the 'hot' position. I was not able to use either the #1 or #2 transmitter to talk to ATC. All communications to and from the aircraft were blocked. I noticed we were past the homeland 152 degrees and directed the first officer to turndown the airway. I could see an approaching problem as we were still at 14000 ft MSL and the airport was only 15 mi away. We descended to 10000 ft and lowered the landing gear and flaps to 40 degrees as we passed the pettis NDB. I could see we were too high. WX at ont was 400 ft overcast 1 1/2 mi visibility in rain and fog and I did not want a go around. I took the aircraft away from the first officer and made 2 right hand turns over the pettis NDB descending to 4200 ft. I intercepted the runway 26L ILS and coupled up the autoplt to normal land. Tower gave green light to cross runways and follow me. Truck directed us in. I failed to squawk 7600, and holding at pettis was not in proper pattern although on the correct side of holding pattern. Time was a critical factor in this situation. If I had more time, I might have been able to use #3 radio or reset circuit breakers, but this was a fast occurring problem that required fast action.

I WAS NOT ABLE TO USE EITHER THE #1 OR #2 XMITTER TO TALK TO ATC. ALL COMS TO AND FROM THE ACFT WERE BLOCKED. I NOTICED WE WERE PAST THE HOMELAND 152 DEGS AND DIRECTED THE FO TO TURNDOWN THE AIRWAY. I COULD SEE AN APCHING PROB AS WE WERE STILL AT 14000 FT MSL AND THE ARPT WAS ONLY 15 MI AWAY. WE DSNDED TO 10000 FT AND LOWERED THE LNDG GEAR AND FLAPS TO 40 DEGS AS WE PASSED THE PETTIS NDB.
