Narrative:

I was working as radar controller at the sandusky high altitude sector of ZOB when air carrier X at FL290 nebound on J34 to crl yxv yyz passed 3.5 mi behind air carrier Y climbing through FL290 to FL310 wbound on J60. I had initially climbed Y to FL280 for the air carrier X traffic. Subsequently I climbed Y to FL310 with the intention of turning air carrier X to the right to go behind. Due to an oversight I failed to turn air carrier X and had an operational error. The conflict alert feature of my radar did not activate until separation was lost. There were no outside factors affecting my performance. I had a mental lapse or error that caused this.
