Narrative:
Where taxiway D and a intersect there is a lot of confusion. Many times, when an aircraft is instructed to taxi from the FBO to runway 20 they do not turn right onto taxiway D, being displaced approximately 150 to 200 ft farther back than the rest of the txwys. Many aircraft miss the hold short line and continue. On occasion, aircraft have crossed the runway. This is a dangerous situation. One of the problems, in my opinion, is the turn right sign for runway 20 is too far to the right. We have explained this to the airport authority and they claim they are meeting standards. A fix to this problem is to move the sign, add another sign, or paint on the ground a big runway 20 with an arrow pointing to the right. Callback conversation with reporter revealed the following information: reporter stated GA pilots get confused more than air carrier flcs but it is a problem for both. The runway hold sign is set back where it cannot be readily seen. Tower mgrs are pursuing the problem but airport management says they are in compliance with FAA standard airport markings and signage.

Narrative: WHERE TXWY D AND A INTERSECT THERE IS A LOT OF CONFUSION.
