Narrative:
I have sent several reports over the past yr and they are all dealing with the constant deer problem and encroachments on the airport txwys and runways. For several months a herd of deer have been on the airport surface and could have caused severe problems. An aircraft had to be sent around due to deer crossing the runway prior to landing. There have been a couple of other incidents at this airport which should be brought to the attention of the proper auths. A local police vehicle entered the airport and proceeded down taxiway B without any communication with the control tower. 2 people on bikes, with 2 dogs, entered the airport surface at taxiway B and crossed runway 9, the active runway. There was no loss of separation. Something has to be done about these sits. Vehicles and people can enter many parts of this airport and proceed onto movement areas. A perimeter fence or gates with locks should be in place at the various entry points.

Title: RWY TXWY INCURSIONS BY DEER AND PEDESTRIANS.
Narrative: I HAVE SENT SEVERAL RPTS OVER THE PAST YR AND THEY ARE ALL DEALING WITH THE CONSTANT DEER PROB AND ENCROACHMENTS ON THE ARPT TXWYS AND RWYS. FOR SEVERAL MONTHS A HERD OF DEER HAVE BEEN ON THE ARPT SURFACE AND COULD HAVE CAUSED SEVERE PROBS. AN ACFT HAD TO BE SENT AROUND DUE TO DEER XING THE RWY PRIOR TO LNDG. THERE HAVE BEEN A COUPLE OF OTHER INCIDENTS AT THIS ARPT WHICH SHOULD BE BROUGHT TO THE ATTN OF THE PROPER AUTHS. A LCL POLICE VEHICLE ENTERED THE ARPT AND PROCEEDED DOWN TXWY B WITHOUT ANY COM WITH THE CTL TWR. 2 PEOPLE ON BIKES, WITH 2 DOGS, ENTERED THE ARPT SURFACE AT TXWY B AND CROSSED RWY 9, THE ACTIVE RWY. THERE WAS NO LOSS OF SEPARATION. SOMETHING HAS TO BE DONE ABOUT THESE SITS. VEHICLES AND PEOPLE CAN ENTER MANY PARTS OF THIS ARPT AND PROCEED ONTO MOVEMENT AREAS. A PERIMETER FENCE OR GATES WITH LOCKS SHOULD BE IN PLACE AT THE VARIOUS ENTRY POINTS.
