Narrative:
Dvt airport has numerous runway incursions which have ranged from pedestrians, pedestrians on bikes, aircraft, vehicles, go-carts, and other types. This is an ongoing problem which the FAA and city of phoenix airport operations have been well aware of. On this day a red sedan crossed runway 7R at taxiway C3-B3 which was not authority/authorized and not in communications with the control tower. For aircraft, I attribute this problem partially to inadequate and non standard taxiway/runway markings and signs. For some vehicles I attribute it to the fact that the ramp is uncontrolled. Callback conversation with reporter revealed the following information: reporter stated the airport manager seems to be lax and unresponsive to obtaining and installing standard signs and markings for the airport. Controllers are constantly dealing with taxiing aircraft getting confused and lost on the ramp. Also, recent incidents have occurred with cars, bicycles, and pedestrians on the runways while traffic was landing or departing. The gates that are supposed to be keyed for tenants sometimes open without being operated allowing unauthorized entry to the airport. Reporter said the city has budgeted for signs but it appears to be a very slow process.

Title: DVT ARPT HAS A TXWY AND RAMP AREA ON THE W SIDE OF THE FIELD THAT IS FREELY USED BY VARIOUS TYPES OF PVT VEHICLES AND PEDESTRIANS. THE TXWY CROSSES THE WESTERN END OF THE MAIN RWY AND THE TWR IS UNABLE TO STOP PEOPLE FROM XING WHEN THE RWY IS BEING USED BY ACFT. RPTR STATES THE ARPT HAS INADEQUATE AND NON STANDARD SIGNS FOR ACFT AND VEHICLES.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE ARPT MGR SEEMS TO BE LAX AND UNRESPONSIVE TO OBTAINING AND INSTALLING STANDARD SIGNS AND MARKINGS FOR THE ARPT. CTLRS ARE CONSTANTLY DEALING WITH TAXIING ACFT GETTING CONFUSED AND LOST ON THE RAMP. ALSO, RECENT INCIDENTS HAVE OCCURRED WITH CARS, BICYCLES, AND PEDESTRIANS ON THE RWYS WHILE TFC WAS LNDG OR DEPARTING.
