Narrative:
Approximately 15 mins after coastout from gander VOR we were advised by gander center that we showed, on radar, to be 15 NM right of course and to turn left 20 degrees until back on centerline. After correcting back to what they said was on centerline, all 3 of our INS's showed us to be 15 mi left of course. We double-checked all waypoint coordinates and present position and could not determine what the problem was. At that time I decided not to make the crossing and returned to newark.
