Narrative:
On initial takeoff roll, #1 engine would not reach full rated takeoff thrust. Takeoff was rejected early, IAS less than 60 KTS. Taxied back to end of runway 23 with engine anti-ice on. In position on runway 23, engines were run to 80% power and engine and engine anti-ice indications were normal. Normal full-power takeoff accomplished. All engine operation and indications were normal. Aircraft handbook does not call for engine anti-ice unless visibility is restricted by visible moisture. Defined as visibility 1 mi or less. Supplemental information from acn 299429: we both thought ice might be in engine pressure probe. We applied engine anti-ice for about 2 mins and then found left engine produced good power.
