Narrative:

I was in the front seat of a T-34B. I was checking out another CFI for instruction purposes for himself. He was in the back seat. We were performing touch and go's. This particular touch and go, the other pilot landed the airplane, raised the flaps, added full power and then raised the landing gear. The aircraft settled on the runway with the gear folded. The pilot stated he didn't know why he raised the gear. I could not see him raise the gear because I was in the front seat. Prevention of this incident could have been possible by: 1) mutually agreeing on gear retraction, 2) setting policy on when or what altitude the gear will be raised, 3) the CFI placing his hand on the gear handle and allowing the gear to be raised only when it is safe.
