Narrative:

Approaching ykm for the ILS runway 27 via 11 DME arc. We were instructed to hold at OM at 5000 ft MSL. While turning inbound from hold were cleared for the approach. At this time the WX was reported, 'sky obscure visibility, 1 mi in snow,' down from 10 mi visibility. Because of the need to quickly descend and cross OM 3300 ft on the ILS we missed calling tower inbound and never received clearance to land. Approach was completed and we landed with approach frequency still in radio. Our altitude and the need to get down, and, an inoperative ADF needle, all contributed to our failure to call tower at OM. Cockpit was very busy at this time. Probably another turn in hold should have been used.

Title: CORPORATE JET LANDS WITHOUT CLRNC.

Narrative: APCHING YKM FOR THE ILS RWY 27 VIA 11 DME ARC. WE WERE INSTRUCTED TO HOLD AT OM AT 5000 FT MSL. WHILE TURNING INBOUND FROM HOLD WERE CLRED FOR THE APCH. AT THIS TIME THE WX WAS RPTED, 'SKY OBSCURE VISIBILITY, 1 MI IN SNOW,' DOWN FROM 10 MI VISIBILITY. BECAUSE OF THE NEED TO QUICKLY DSND AND CROSS OM 3300 FT ON THE ILS WE MISSED CALLING TWR INBOUND AND NEVER RECEIVED CLRNC TO LAND. APCH WAS COMPLETED AND WE LANDED WITH APCH FREQ STILL IN RADIO. OUR ALT AND THE NEED TO GET DOWN, AND, AN INOP ADF NEEDLE, ALL CONTRIBUTED TO OUR FAILURE TO CALL TWR AT OM. COCKPIT WAS VERY BUSY AT THIS TIME. PROBABLY ANOTHER TURN IN HOLD SHOULD HAVE BEEN USED.
