Narrative:
Arriving in ny area flying air carrier X stl-lga on evening of mar/wed/95. We were #3 on the approach with a 767 landing first on runway 22 at lga. He went to the end of the runway and then was taxiing back on the east parallel taxiway. The second aircraft to land was an air carrier Y dc-9. He landed and turned left off the runway at taxiway 'delta.' but due to the taxiing 767 could not clear the runway. We landed and went into full reverse thrust and just after crossing runway 13-31 our landing lights illuminated the tail of the dc-9 and he was hanging out over the edge of the runway. He had been unable to clear due to the 767 taxiing past 'delta' taxiway. We managed to barely clear the tail of the dc-9, but it was very close. I feel this was a breakdown in communications between tower and ground control and realizing a problem we should have been told by the tower to 'go around.'

Title: ACR X LANDED ON OCCUPIED RWY HAD LTSS FROM ACR Y. SYS ERROR.
Narrative: ARRIVING IN NY AREA FLYING ACR X STL-LGA ON EVENING OF MAR/WED/95. WE WERE #3 ON THE APCH WITH A 767 LNDG FIRST ON RWY 22 AT LGA. HE WENT TO THE END OF THE RWY AND THEN WAS TAXIING BACK ON THE E PARALLEL TXWY. THE SECOND ACFT TO LAND WAS AN ACR Y DC-9. HE LANDED AND TURNED L OFF THE RWY AT TXWY 'DELTA.' BUT DUE TO THE TAXIING 767 COULD NOT CLR THE RWY. WE LANDED AND WENT INTO FULL REVERSE THRUST AND JUST AFTER XING RWY 13-31 OUR LNDG LIGHTS ILLUMINATED THE TAIL OF THE DC-9 AND HE WAS HANGING OUT OVER THE EDGE OF THE RWY. HE HAD BEEN UNABLE TO CLR DUE TO THE 767 TAXIING PAST 'DELTA' TXWY. WE MANAGED TO BARELY CLR THE TAIL OF THE DC-9, BUT IT WAS VERY CLOSE. I FEEL THIS WAS A BREAKDOWN IN COMS BTWN TWR AND GND CTL AND REALIZING A PROB WE SHOULD HAVE BEEN TOLD BY THE TWR TO 'GAR.'
