Narrative:
Air carrier X - a B737 - was my only traffic. There was no one else within 10 mi of him. X was cleared to land on initial contact 10 mi final. At 4 mi final, 3700 ft, X says his responding to an 'RA' and climbing. I advise him there is no traffic anywhere near him. He continues his climb to 5200 ft and needs a 360 degree for descent to come back and land. He does not tell me where and what the intruder is. I'm glad I had no other traffic. It disturbed me that TCASII caused an unnecessary go around. Tus is a joint use military/civil airport and if X had chosen a busy time to do this unnecessary go around it's probable he would have climbed into F-16's on an overhead approach above him. This type of situation reinforces my fears about TCASII. X was in just the right spot to potentially seriously endanger lives with an erroneous TCASII RA climb. I have grave reservations about TCASII and always have! Thanks for your time and attention.

Narrative: ACR X - A B737 - WAS MY ONLY TFC. THERE WAS NO ONE ELSE WITHIN 10 MI OF HIM. X WAS CLRED TO LAND ON INITIAL CONTACT 10 MI FINAL.
