Narrative:

Aircraft Y sebound to tnca. Air carrier X nwbound to acmee intersection. Both aircraft at FL390. X and Y in close proximity. X responded to a TCASII RA and descended to avoid Y. Aircraft were thought to be laterally separated, but were not. Supplemental information from acn 300370: our position about 20 mi south of acmee intersection. I had a meal tray in my lap at the time I noted the traffic at 12 O'clock, 100 ft above, about 5 mi opposite direction. The conflict cleared at FL380. The traffic passed above and to the north of our track about 2 mi. ATC was unable to contact the traffic during the event. A supervisor came on the radio.

THE TFC PASSED ABOVE AND TO THE N OF OUR TRACK ABOUT 2 MI. ATC WAS UNABLE TO CONTACT THE TFC DURING THE EVENT. A SUPVR CAME ON THE RADIO.
