Narrative:
Aircraft operated with less than minimum cabin staffing. FARS govern minimum staffing requirements, but airlines under far 121 must physically demonstrate ability to evacuate/evacuation an aircraft with FAA minimum staffing. Problems may arise when fleet seating differences may suggest nonstandard staffing requirements.
