Narrative:
Approximately 50 NM east of boi still at 15000 ft due to a metroliner at 11000 ft at our 10:30 to 11:00 O'clock on an intersecting course. Approach asked if we could descend quickly below the metroliner and keep it in sight (6 mi ahead). We said we could. We started a descent of 4000-5000 FPM which would have taken us below and past the metroliner. As we got closer, the metroliner began a descent. Approach tried many times to contact the metroliner. He finally answered on the 4TH call. The captain told me, the first officer, to continue the descent to insure we had the instructed clearance. Our lateral clearance was not a problem as the metroliner was about to parallel us for the parallel runway. The captain instructed me, the first officer, to continue the descent below 10000 ft even though we were not at 250 KTS. We were approximately 290 KTS and slowing rapidly. There was never a conflict or comment by approach but we did exceed the 250 KTS limit below 10000 ft.

Title: SPD DEV DURING A VISUAL DSCNT PROC.
Narrative: APPROX 50 NM E OF BOI STILL AT 15000 FT DUE TO A METROLINER AT 11000 FT AT OUR 10:30 TO 11:00 O'CLOCK ON AN INTERSECTING COURSE. WE STARTED A DSCNT OF 4000-5000 FPM WHICH WOULD HAVE TAKEN US BELOW AND PAST THE METROLINER. AS WE GOT CLOSER, THE METROLINER BEGAN A DSCNT. APCH TRIED MANY TIMES TO CONTACT THE METROLINER. HE FINALLY ANSWERED ON THE 4TH CALL. THE CAPT TOLD ME, THE FO, TO CONTINUE THE DSCNT TO INSURE WE HAD THE INSTRUCTED CLRNC.
