Narrative:

This was an unscheduled departure out of greer, sc (gsp) at XB54 am. The tower had closed at XA45 pm. With the tower closed the runway lights are controled by the pilot. On taxi out I noticed the runway light to be on at dim intensity. After receiving our clearance from flight service we announced our departure and proceeded with the takeoff. At about 60-80 KTS the engineer turned his seat to the forward position. After takeoff he informed me that he did not see the runway light to be on. The first officer and myself did not notice this as we were concentrating on our takeoff procedures and runway was well illuminated by our extremely bright landing lights. I think the lights may have gone off during the initial part of takeoff while the first officer and I were engaged in setting takeoff power, our attention being diverted inside the cockpit for the short time it took to set power and didn't notice the runway lights when we were again focused outside the aircraft. I do not believe any far's were violated as our operations specifications allows takeoff at night with runway lights not fully operational as long as the visibility is 1600 RVR (1/4 mi) or greater. This report is submitted however if this is not the case. Supplemental information from acn 301088: I do know the lights were on when we took runway 21 for takeoff. I don't think we did anything wrong but I suppose I could have activated lights again before we took the runway for departure.

Title: UNAUTH NIGHT OP TKOF ON RWY WITHOUT RWY LIGHTS IN OP.

Narrative: THIS WAS AN UNSCHEDULED DEP OUT OF GREER, SC (GSP) AT XB54 AM. THE TWR HAD CLOSED AT XA45 PM. WITH THE TWR CLOSED THE RWY LIGHTS ARE CTLED BY THE PLT. ON TAXI OUT I NOTICED THE RWY LIGHT TO BE ON AT DIM INTENSITY. AFTER RECEIVING OUR CLRNC FROM FLT SVC WE ANNOUNCED OUR DEP AND PROCEEDED WITH THE TKOF. AT ABOUT 60-80 KTS THE ENGINEER TURNED HIS SEAT TO THE FORWARD POS. AFTER TKOF HE INFORMED ME THAT HE DID NOT SEE THE RWY LIGHT TO BE ON. THIS RPT IS SUBMITTED HOWEVER IF THIS IS NOT THE CASE. SUPPLEMENTAL INFO FROM ACN 301088: I DO KNOW THE LIGHTS WERE ON WHEN WE TOOK RWY 21 FOR TKOF. I DON'T THINK WE DID ANYTHING WRONG BUT I SUPPOSE I COULD HAVE ACTIVATED LIGHTS AGAIN BEFORE WE TOOK THE RWY FOR DEP.
