Narrative:
I think conflicting traffic was VFR and should not have been. If in fact he was off of runway 17, he should have been restr by tower or approach to a much lower altitude when IFR traffic is in the pattern.

Title: ACR X TCASII RA CLB HAD NMAC WITH VFR ACFT. EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.
Narrative: I THINK CONFLICTING TFC WAS VFR AND SHOULD NOT HAVE BEEN. IF IN FACT HE WAS OFF OF RWY 17, HE SHOULD HAVE BEEN RESTR BY TWR OR APCH TO A MUCH LOWER ALT WHEN IFR TFC IS IN THE PATTERN.
