Narrative:
New york approach vectored act X over jfk southeast about 15 mi out into the atlantic then direct CCC when we were about 4000 ft. Later gave us 3000 ft and vectors for isp. Controller called and asked if we were familiar with the practice training area for isp. We responded no. He vectored us directly through the center of it. As we approached the shoreline from the southwest, we received a TA on the TCASII immediately followed by a RA to 'climb'. I immediately pulled back on the yoke and applied power placing vertical speed in green land at 2000 FPM. First officer saw single engine small aircraft go under nose of airplane. Stopped climb at 3500 ft where RA ended with clear of conflict. Returned to 3000 ft and advised controller, who responded with numerous targets in our vicinity. TCASII followed with a couple more TA's but targets were well below us. Controller could have prevented this by having us fly a few mi around training area.

Title: ACR X TCASII TA RA CLB EVASIVE ACTION TAKEN HAD NMAC WITH SMA. SEE AND AVOID CONCEPT.
Narrative: NEW YORK APCH VECTORED ACT X OVER JFK SE ABOUT 15 MI OUT INTO THE ATLANTIC THEN DIRECT CCC WHEN WE WERE ABOUT 4000 FT. LATER GAVE US 3000 FT AND VECTORS FOR ISP. CTLR CALLED AND ASKED IF WE WERE FAMILIAR WITH THE PRACTICE TRAINING AREA FOR ISP. WE RESPONDED NO. HE VECTORED US DIRECTLY THROUGH THE CTR OF IT. AS WE APCHED THE SHORELINE FROM THE SW, WE RECEIVED A TA ON THE TCASII IMMEDIATELY FOLLOWED BY A RA TO 'CLB'. I IMMEDIATELY PULLED BACK ON THE YOKE AND APPLIED PWR PLACING VERT SPD IN GREEN LAND AT 2000 FPM. FO SAW SINGLE ENG SMA GO UNDER NOSE OF AIRPLANE. STOPPED CLB AT 3500 FT WHERE RA ENDED WITH CLR OF CONFLICT. RETURNED TO 3000 FT AND ADVISED CTLR, WHO RESPONDED WITH NUMEROUS TARGETS IN OUR VICINITY. TCASII FOLLOWED WITH A COUPLE MORE TA'S BUT TARGETS WERE WELL BELOW US. CTLR COULD HAVE PREVENTED THIS BY HAVING US FLY A FEW MI AROUND TRAINING AREA.
