Narrative:

After loading passenger, captain asked me where ELT is located. I told him, took my seat, and proceeded to run checklist. He then informed me that someone's ELT was transmitting and that it may be ours. We continued with the scheduled flight to milwaukee. 20 mi out of columbus, I turned a communication radio to 121.5 and still heard the signal loud and clearly. After landing in mke and deplaning passenger the captain turned the communication to 121.5, went to the location of our transmitter and struck the unit. The signal stopped. We proceeded to return to columbus with our new passenger. While taxiing for takeoff, the ELT began transmitting once again and bleeding over onto ground control. The captain decided to continue both flts with the ELT going off. I was not forceful enough with my expression of having the problem written up in the aircraft discrepancy log and getting it shut off by a mechanic before the flight.

Title: CAPT OF AN LTT OPERATED THE ACFT AFTER KNOWING IN PREFLT THAT THE ACFT ELT WAS XMITTING THE EMER FREQ.

Narrative: AFTER LOADING PAX, CAPT ASKED ME WHERE ELT IS LOCATED. I TOLD HIM, TOOK MY SEAT, AND PROCEEDED TO RUN CHKLIST. HE THEN INFORMED ME THAT SOMEONE'S ELT WAS XMITTING AND THAT IT MAY BE OURS. WE CONTINUED WITH THE SCHEDULED FLT TO MILWAUKEE. 20 MI OUT OF COLUMBUS, I TURNED A COM RADIO TO 121.5 AND STILL HEARD THE SIGNAL LOUD AND CLRLY. AFTER LNDG IN MKE AND DEPLANING PAX THE CAPT TURNED THE COM TO 121.5, WENT TO THE LOCATION OF OUR XMITTER AND STRUCK THE UNIT. THE SIGNAL STOPPED. WE PROCEEDED TO RETURN TO COLUMBUS WITH OUR NEW PAX. WHILE TAXIING FOR TKOF, THE ELT BEGAN XMITTING ONCE AGAIN AND BLEEDING OVER ONTO GND CTL. THE CAPT DECIDED TO CONTINUE BOTH FLTS WITH THE ELT GOING OFF. I WAS NOT FORCEFUL ENOUGH WITH MY EXPRESSION OF HAVING THE PROB WRITTEN UP IN THE ACFT DISCREPANCY LOG AND GETTING IT SHUT OFF BY A MECH BEFORE THE FLT.
