Narrative:
Operated flight to pie. Upon parking aircraft (B-727), established APU electric power and shut down #2 engine (#3 shut down on inbound taxi). Just prior to shutting down #1 the APU generator failed and aircraft went dark. The flight engineer was unable to reestablish APU electrics. So I had him place the #1 engine generator back on line and call operations for a ground electric cart. At that time I heard the front door being opened and yelled for the flight attendant to close it because the engine was running. The ground electric cart arrived in 8-9 mins and the engine was shut down and passenger deplaned. Upon leaving the aircraft, an FAA safety inspector waiting to ride our outbound flight informed me that the fueler had been fueling the aircraft during the time our #1 engine was running. When the inspector told the fueler that an engine was still running, the fueler stated that the noise was from the APU and that no engines were running. Will recommend company training for fuelers not to hook up to aircraft until the anti-collision light has been turned off, and to reemphasize to lead flight attendants not to open a door until the 'seat belt' sign has been turned off (per current procedures)!

Title: LGT ENG RUNNING DURING REFUELING, AND ALSO PAX STILL ABOARD THE ACFT.
Narrative: OPERATED FLT TO PIE. UPON PARKING ACFT (B-727), ESTABLISHED APU ELECTRIC PWR AND SHUT DOWN #2 ENG (#3 SHUT DOWN ON INBOUND TAXI). JUST PRIOR TO SHUTTING DOWN #1 THE APU GENERATOR FAILED AND ACFT WENT DARK. THE FE WAS UNABLE TO REESTABLISH APU ELECTRICS. SO I HAD HIM PLACE THE #1 ENG GENERATOR BACK ON LINE AND CALL OPS FOR A GND ELECTRIC CART. AT THAT TIME I HEARD THE FRONT DOOR BEING OPENED AND YELLED FOR THE FLT ATTENDANT TO CLOSE IT BECAUSE THE ENG WAS RUNNING.
