Narrative:
Due to a gate occupation by aircraft at gate #xx, aircraft could not tow/taxi by gate #xx as per apr, 95, NOTAM. The gate is located in a non-movement area and difficult to observe. Moreover, there is plenty of space for aircraft to actually get by gate #xx. Numerous phone calls by FAA management to the county operations created an unnecessary workload which created potential ground incursions on movement areas. Recommend county block off a large area by gate #xx taxiway B1 and taxiway Y4, or eliminate the NOTAM entirely. Speed up the completion of the east terminal building for aircraft parking, freeing up txwys. Presently, taxiway B, B1, Y between taxiway Y3 and Y4 are closed from late night until XA00 am each day. This creates a major bottle neck for taxiing aircraft in addition to the gate #xx NOTAM. Callback conversation with reporter revealed the following information: facility air traffic manager stated proper NOTAMS were issued and the problem only lasted several days while the airport operator painted new lines for aircraft to clear the gate in question.

Title: ARPT CONSTRUCTION CREATES TAXI PROB IN GATE AREA.
Narrative: DUE TO A GATE OCCUPATION BY ACFT AT GATE #XX, ACFT COULD NOT TOW/TAXI BY GATE #XX AS PER APR, 95, NOTAM. THE GATE IS LOCATED IN A NON-MOVEMENT AREA AND DIFFICULT TO OBSERVE. MOREOVER, THERE IS PLENTY OF SPACE FOR ACFT TO ACTUALLY GET BY GATE #XX. NUMEROUS PHONE CALLS BY FAA MGMNT TO THE COUNTY OPS CREATED AN UNNECESSARY WORKLOAD WHICH CREATED POTENTIAL GND INCURSIONS ON MOVEMENT AREAS. RECOMMEND COUNTY BLOCK OFF A LARGE AREA BY GATE #XX TXWY B1 AND TXWY Y4, OR ELIMINATE THE NOTAM ENTIRELY. SPD UP THE COMPLETION OF THE E TERMINAL BUILDING FOR ACFT PARKING, FREEING UP TXWYS.
