Narrative:

Filed cruise altitude was FL260. After clearance to FL260 we discussed climbing to FL310 and then I noticed altitude alerter set at FL280. I queried first officer about altitude assignment at same time as center asked our last assigned altitude. He (first officer) thought it was FL280. I thought it was FL260 and concurrently we asked for climb to FL310 which was approved. My error in not watching new first officer close enough and not querying strange altitude setting sooner.
