Narrative:
Small aircraft X, a non-based plane called for airport advisories. I gave him WX and taxi instructions. He did not respond. I observed an aircraft moving on ramp. I then cleared an aircraft for takeoff, took an inbound from approach, then approved an airport broom on the runway. I then flipped the men and equipment sign. I then started working on other ATC duties. Airport maintenance asked about the plane X and his broom on the runway. I noticed X airborne and just passing over the airport broom. I would rather not speculate why the pilot entered and departed the active runway without clearance and a large piece of equipment in his way.

I WOULD RATHER NOT SPECULATE WHY THE PLT ENTERED AND DEPARTED THE ACTIVE RWY WITHOUT CLRNC AND A LARGE PIECE OF EQUIP IN HIS WAY.
