Narrative:

I was given a descent clearance from FL230 to 11000 ft. During the 20 min descent, I was talking with my passenger who were asking me questions. I was distracted and descended to 9900 ft before I caught my deviation. I tried to call center but could not raise them. I must have flown out of their transmitter range. Knowing the area, I called the next sector and canceled IFR. There was no conflict with any other traffic. Factors in this incident: 1) pilot tired, pilot distracted by passenger. 3) a long leisurely descent, and 4) out of radio contact.

Title: ALTDEV ALT OVERSHOT IN DSCNT.

Narrative: I WAS GIVEN A DSCNT CLRNC FROM FL230 TO 11000 FT. DURING THE 20 MIN DSCNT, I WAS TALKING WITH MY PAX WHO WERE ASKING ME QUESTIONS. I WAS DISTRACTED AND DSNDED TO 9900 FT BEFORE I CAUGHT MY DEV. I TRIED TO CALL CTR BUT COULD NOT RAISE THEM. I MUST HAVE FLOWN OUT OF THEIR XMITTER RANGE. KNOWING THE AREA, I CALLED THE NEXT SECTOR AND CANCELED IFR. THERE WAS NO CONFLICT WITH ANY OTHER TFC. FACTORS IN THIS INCIDENT: 1) PLT TIRED, PLT DISTRACTED BY PAX. 3) A LONG LEISURELY DSCNT, AND 4) OUT OF RADIO CONTACT.
