Narrative:

Cleared to cross tomsn at 250 KTS and 17000 ft. Center then reclred us to cross tomsn at 250 KTS and FL190. I acknowledged and we hit turbulence. I hit the seat belt sign 'on' and made an announcement to the passenger. I got distracted and forgot to set FL190 in the mode control panel. We descended and crossed tomsn at 250 KTS and 17000 ft. ATC didn't say anything was wrong and cleared us on down to 13000 ft.
