Narrative:
We were descending into tpa on the dades 1 arrival. The arrival has expect clrncs for gnv at FL270 and marvi at 13000 ft. Center cleared us to cross gnv at FL270 and then descend to FL180. I asked the captain to verify if FL180 was discretion. He replied it was since ATC really didn't emphasize he needed us at FL180. We were on the arrival, discretionary dscnts were the norm and the TCASII was clear. Consequently I didn't ask again to verify the altitude. I guess I should have because a few mins later ATC asked us why we were still at FL270. We apologized. He replied no problem as there was no conflict of any sort. The next time I will assist on verification.

Title: ALTDEV ALT UNDERSHOT, THE ARTCC RADAR CTLR CLRED THE ACR TO A LOWER ALT, BUT THE CREW THOUGHT THAT IT WAS AT THEIR DISCRETION.
Narrative: WE WERE DSNDING INTO TPA ON THE DADES 1 ARR. THE ARR HAS EXPECT CLRNCS FOR GNV AT FL270 AND MARVI AT 13000 FT. CTR CLRED US TO CROSS GNV AT FL270 AND THEN DSND TO FL180. I ASKED THE CAPT TO VERIFY IF FL180 WAS DISCRETION. HE REPLIED IT WAS SINCE ATC REALLY DIDN'T EMPHASIZE HE NEEDED US AT FL180. WE WERE ON THE ARR, DISCRETIONARY DSCNTS WERE THE NORM AND THE TCASII WAS CLR. CONSEQUENTLY I DIDN'T ASK AGAIN TO VERIFY THE ALT. I GUESS I SHOULD HAVE BECAUSE A FEW MINS LATER ATC ASKED US WHY WE WERE STILL AT FL270. WE APOLOGIZED. HE REPLIED NO PROB AS THERE WAS NO CONFLICT OF ANY SORT. THE NEXT TIME I WILL ASSIST ON VERIFICATION.
