Narrative:
A pilot reported that there was a non air traffic control type conversation 'bleeding through' onto the center frequency (135.07). This is an ongoing problem that continues to plague this frequency. It has been previously idented as a ham operator. The operator needs to be located and the interference eliminated as soon as possible. Callback conversation with reporter revealed the following information: facility frequency control management specialist stated they are aware of the problem. The offender has been hard to catch because the problem moves around and the circuit breaker operator does not identify himself.
