Narrative:
On the janesville 4 approach, we were cleared to cross krena intersection at 10000 ft MSL (sfo direct ord). We were restr to 280 KTS and started a descent as soon as told to, but it appeared we might not make it, even though the speed brakes and slats were out. The captain elected not to ask for relief of the crossing restr, though the first officer (PF) asked the captain to ask for relief several times. We were at 11500 ft MSL crossing krena and hit 10000 ft 5 mi later -- the captain said that was acceptable. Approach never questioned our performance and no conflict occurred. This was a case where the captain just didn't want to ask for relief, which I (the first officer) thought was a ridiculous position. Just as ridiculous is the performance of chicago approach, who regularly restricts the airspeed (even at XA00 am), then asks us to make almost impossible crossing rests.

Narrative: ON THE JANESVILLE 4 APCH, WE WERE CLRED TO CROSS KRENA INTXN AT 10000 FT MSL (SFO DIRECT ORD). WE WERE RESTR TO 280 KTS AND STARTED A DSCNT AS SOON AS TOLD TO, BUT IT APPEARED WE MIGHT NOT MAKE IT, EVEN THOUGH THE SPD BRAKES AND SLATS WERE OUT. THE CAPT ELECTED NOT TO ASK FOR RELIEF OF THE XING RESTR, THOUGH THE FO (PF) ASKED THE CAPT TO ASK FOR RELIEF SEVERAL TIMES. WE WERE AT 11500 FT MSL XING KRENA AND HIT 10000 FT 5 MI LATER -- THE CAPT SAID THAT WAS ACCEPTABLE. APCH NEVER QUESTIONED OUR PERFORMANCE AND NO CONFLICT OCCURRED. THIS WAS A CASE WHERE THE CAPT JUST DIDN'T WANT TO ASK FOR RELIEF, WHICH I (THE FO) THOUGHT WAS A RIDICULOUS POS. JUST AS RIDICULOUS IS THE PERFORMANCE OF CHICAGO APCH, WHO REGULARLY RESTRICTS THE AIRSPD (EVEN AT XA00 AM), THEN ASKS US TO MAKE ALMOST IMPOSSIBLE XING RESTS.
