Narrative:
ATC issued to cross ott at FL240. Descent delayed because of icing and turbulence in clouds. Descent established to FL240 and slight course deviation due to cloud build-up. Did not advise ATC of deviation because we thought we could make restr but icing more prevalent than thought. Turbulence continued down to FL180. Restr complied with immediately after deviation. Supplemental information from acn 303530: and on course by 10 mi east. Didn't think this build up was a factor until close proximity and too late to advise ATC.

Title: WX FACTORS AFFECTED AN ACR FLC'S NON-COMPLIANCE WITH A XING RESTR.
Narrative: ATC ISSUED TO CROSS OTT AT FL240. DSCNT DELAYED BECAUSE OF ICING AND TURB IN CLOUDS. DSCNT ESTABLISHED TO FL240 AND SLIGHT COURSE DEV DUE TO CLOUD BUILD-UP. DID NOT ADVISE ATC OF DEV BECAUSE WE THOUGHT WE COULD MAKE RESTR BUT ICING MORE PREVALENT THAN THOUGHT. TURB CONTINUED DOWN TO FL180. RESTR COMPLIED WITH IMMEDIATELY AFTER DEV. SUPPLEMENTAL INFO FROM ACN 303530: AND ON COURSE BY 10 MI E. DIDN'T THINK THIS BUILD UP WAS A FACTOR UNTIL CLOSE PROX AND TOO LATE TO ADVISE ATC.
