Narrative:
We were on vector, west of our route, and assigned 14000 ft due to traffic at 16000 ft off our left side. Center pointed out the traffic, which we acknowledged, and then cleared us to climb to FL230 'reference the traffic' and to proceed direct to cvg. This necessitated a left climbing turn, which was initiated. We passed below and behind the known traffic. However he questioned center and indicated that his TCASII directed an abrupt move disrupting his passenger. From our perspective, no visual conflict occurred, however, the crew was quite upset. Perhaps visual climbs under IFR control need to be reviewed so as to preclude these types of happenings. I'm aware I could refuse to climb. But most of us are not so inclined. Maybe we need to be protected from ourselves!!
Original NASA ASRS Text
Title: ACFT ON ATC VECTOR, CLBED PER INSTRUCTIONS AND WERE CLOSE ENOUGH TO ANOTHER ACFT THAT IT RECEIVED A TCASII RA.
Narrative: WE WERE ON VECTOR, W OF OUR RTE, AND ASSIGNED 14000 FT DUE TO TFC AT 16000 FT OFF OUR L SIDE. CTR POINTED OUT THE TFC, WHICH WE ACKNOWLEDGED, AND THEN CLRED US TO CLB TO FL230 'REFERENCE THE TFC' AND TO PROCEED DIRECT TO CVG. THIS NECESSITATED A L CLBING TURN, WHICH WAS INITIATED. WE PASSED BELOW AND BEHIND THE KNOWN TFC. HOWEVER HE QUESTIONED CTR AND INDICATED THAT HIS TCASII DIRECTED AN ABRUPT MOVE DISRUPTING HIS PAX. FROM OUR PERSPECTIVE, NO VISUAL CONFLICT OCCURRED, HOWEVER, THE CREW WAS QUITE UPSET. PERHAPS VISUAL CLBS UNDER IFR CTL NEED TO BE REVIEWED SO AS TO PRECLUDE THESE TYPES OF HAPPENINGS. I'M AWARE I COULD REFUSE TO CLB. BUT MOST OF US ARE NOT SO INCLINED. MAYBE WE NEED TO BE PROTECTED FROM OURSELVES!!
