Narrative:
It was the first officer's leg and he was asked to maintain 310 KTS or greater during the descent to mdw. Seems he didn't remember to slow at 10000 ft per far's and I didn't notice until ATC asked us what our speed was. We then realized that we were still flying fast (about 300 KTS) so we advised the controller of our error and proceeded to slow.

Title: ALT SPD RULE, ACR MLG FAILED TO SLOW AT 10000 FT.
Narrative: IT WAS THE FO'S LEG AND HE WAS ASKED TO MAINTAIN 310 KTS OR GREATER DURING THE DSCNT TO MDW. SEEMS HE DIDN'T REMEMBER TO SLOW AT 10000 FT PER FAR'S AND I DIDN'T NOTICE UNTIL ATC ASKED US WHAT OUR SPD WAS. WE THEN REALIZED THAT WE WERE STILL FLYING FAST (ABOUT 300 KTS) SO WE ADVISED THE CTLR OF OUR ERROR AND PROCEEDED TO SLOW.
