Narrative:
After takeoff for a local flight I climbed out too slowly. Because of low ceiling and only intending to fly an extended pattern I found myself below the 1000 ft AGL over a populated area. After realizing that, I initiated stronger climb, but because of rising terrain, was unable to outclb the 1000 ft minimum altitude for about 2 mi. Callback conversation with reporter revealed the following information: reporter stated that he was flying a piper PA24-180. He stated that he became alarmed when he noticed that the ground was coming up and he was getting lower to the congested area due to the rising terrain. He immediately climbed to near the overcast and returned to his departure airport. He stated further that he was not planning to go out of the pattern since he was just running the engine and charging the battery of the aircraft since it had been parked without use for sometime, but went out of the pattern on an extended crosswind for a slightly longer flight.

Title: PVT PLT OF AN SMA SEL FLEW BELOW THE MSA DURING FLT JUST OUTSIDE OF CLASS D AIRSPACE DUE TO OVCST AND HIGHER RISING TERRAIN.
Narrative: AFTER TKOF FOR A LCL FLT I CLBED OUT TOO SLOWLY. BECAUSE OF LOW CEILING AND ONLY INTENDING TO FLY AN EXTENDED PATTERN I FOUND MYSELF BELOW THE 1000 FT AGL OVER A POPULATED AREA. AFTER REALIZING THAT, I INITIATED STRONGER CLB, BUT BECAUSE OF RISING TERRAIN, WAS UNABLE TO OUTCLB THE 1000 FT MINIMUM ALT FOR ABOUT 2 MI. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS FLYING A PIPER PA24-180. HE STATED THAT HE BECAME ALARMED WHEN HE NOTICED THAT THE GND WAS COMING UP AND HE WAS GETTING LOWER TO THE CONGESTED AREA DUE TO THE RISING TERRAIN. HE IMMEDIATELY CLBED TO NEAR THE OVCST AND RETURNED TO HIS DEP ARPT. HE STATED FURTHER THAT HE WAS NOT PLANNING TO GO OUT OF THE PATTERN SINCE HE WAS JUST RUNNING THE ENG AND CHARGING THE BATTERY OF THE ACFT SINCE IT HAD BEEN PARKED WITHOUT USE FOR SOMETIME, BUT WENT OUT OF THE PATTERN ON AN EXTENDED XWIND FOR A SLIGHTLY LONGER FLT.
