Narrative:
Hit rough area of runway 27 (intersection runway 27/36L). Lost electrical power to captain's lighting and partial instruments. Heard and visually confirmed arcing in lower P6 panel of B727. Had smoke in cockpit. Aborted takeoff, declared emergency, had to shut down #1 engine to stop arcing, so panel showed differential fault #1 system. Situation stabilized and aircraft taxied back to hub facility where all 4 main tires went flat due to thermal plug discharge.

Title: ACFT EQUIP PROB -- FLC LOSES INST LIGHTING DUE TO AN ELECTRICAL FAULT AND REJECTS THEIR HVY WT TKOF.
Narrative: HIT ROUGH AREA OF RWY 27 (INTXN RWY 27/36L). LOST ELECTRICAL PWR TO CAPT'S LIGHTING AND PARTIAL INSTS. HEARD AND VISUALLY CONFIRMED ARCING IN LOWER P6 PANEL OF B727. HAD SMOKE IN COCKPIT. ABORTED TKOF, DECLARED EMER, HAD TO SHUT DOWN #1 ENG TO STOP ARCING, SO PANEL SHOWED DIFFERENTIAL FAULT #1 SYS.
