Narrative:
On may/mon/95 I was PIC of a scheduled airline flight from toledo to columbus, oh. We were cleared from 10000 ft to 3000 ft and to proceed direct to the airport. Then we were handed off to the controller on 118.2 where we checked on direct the airport going to 3000 ft. The controller called traffic at our 12 O'clock position and at 3000 ft. We responded looking and let him know we were descending to 3000 ft to let the controller know we were cleared to 3000 ft a second time. Getting no altitude change I figured our descent path was going to put us clear of the traffic. Later, the controller asked us to confirm our altitude. I responded 3500 ft, descending to 3000 ft. At that time columbus approach told us we were to maintain 4000 ft and that we had traffic at 12 O'clock at 3000 ft. We then leveled off and asked columbus what he wanted us to do. At that time the controller cleared us back to 3000 ft. We proceeded to the airport without event. Both my first officer and I confirmed the altitude between both of us as I set the altitude reminder, I read back the altitude, therefore, I'm not sure how to avoid this in the future from happening again.

Title: CLRNC DISPUTED. THIS FLC CLAIMS THAT THEY WERE CLRED FROM 10000 FT TO 3000 FT BY ARTCC RADAR CTLRS. THE APCH CTLR, HOWEVER, SAID THAT THEY WERE CLRED TO 4000 FT TO AVOID TFC AT 3000 FT.

GETTING NO ALT CHANGE I FIGURED OUR DSCNT PATH WAS GOING TO PUT US CLR OF THE TFC. LATER, THE CTLR ASKED US TO CONFIRM OUR ALT. I RESPONDED 3500 FT, DSNDING TO 3000 FT. AT THAT TIME COLUMBUS APCH TOLD US WE WERE TO MAINTAIN 4000 FT AND THAT WE HAD TFC AT 12 O'CLOCK AT 3000 FT. WE THEN LEVELED OFF AND ASKED COLUMBUS WHAT HE WANTED US TO DO. AT THAT TIME THE CTLR CLRED US BACK TO 3000 FT. WE PROCEEDED TO THE ARPT WITHOUT EVENT. BOTH MY FO AND I CONFIRMED THE ALT BTWN BOTH OF US AS I SET THE ALT REMINDER, I READ BACK THE ALT, THEREFORE, I'M NOT SURE HOW TO AVOID THIS IN THE FUTURE FROM HAPPENING AGAIN.
