Narrative:
On descent into smf on the flunk 3 arrival. ATC clearance to 3000 ft. Cloud tops approximately 4000 ft broken with haze. Descending through 4800 ft we received an ATC altitude alert and TCASII TA simultaneously. The first officer immediately visually acquired the traffic (a light colored single engine aircraft at approximately 4000 ft) just as TCASII issued a monitor vertical descent alert. Almost simultaneously the first officer called for a left turn as TCASII issued an RA to increase vertical descent. We leveled off at 2500 ft, clear of traffic, and returned to our ATC assigned altitude of 3000 ft.

Title: SEE AND AVOID CONCEPT. EVASIVE ACTION DSCNT. ACR GETS A TCASII AND AN ATC TA GIVEN AT THE SAME TIME. THEY ACQUIRE 1 ACFT VISUALLY, BUT FOLLOW THE NEXT TCASII RA AND DSND BELOW THEIR ASSIGNED ALT.
Narrative: ON DSCNT INTO SMF ON THE FLUNK 3 ARR. ATC CLRNC TO 3000 FT. CLOUD TOPS APPROX 4000 FT BROKEN WITH HAZE. DSNDING THROUGH 4800 FT WE RECEIVED AN ATC ALT ALERT AND TCASII TA SIMULTANEOUSLY. THE FO IMMEDIATELY VISUALLY ACQUIRED THE TFC (A LIGHT COLORED SINGLE ENG ACFT AT APPROX 4000 FT) JUST AS TCASII ISSUED A MONITOR VERT DSCNT ALERT. ALMOST SIMULTANEOUSLY THE FO CALLED FOR A L TURN AS TCASII ISSUED AN RA TO INCREASE VERT DSCNT. WE LEVELED OFF AT 2500 FT, CLR OF TFC, AND RETURNED TO OUR ATC ASSIGNED ALT OF 3000 FT.
