Narrative:
I planned a VFR trip from gai to the easton airport on may/sun/95, departing at XX00 local. During the morning prior to the flight, I received a WX briefing. At no time during the briefing was I informed of NOTAMS for my route of flight. I departed gai after appropriate preflight checks and remained in the designated VFR area for flight to the eastern shore at 2000 ft. At all times during the flight, I squawked 1200 on my transponder and monitored baltimore approach on 128.7. While flying through the annapolis area, I observed 2 F18 hornets flying in formation in front of me and 1 F18 hornet above me. At no time did I observe myself within 1/4 mi of the F18's. Upon landing at the easton airport, I was advised by the ground personnel to contact baltimore approach and was given a telephone number. I contacted baltimore approach and was informed that a NOTAM was in effect and was asked for my name and telephone number. I fully cooperated and was told I would be contacted on monday. I believe this problem would not have arisen if I had been properly advised during the briefing on the morning of may/xx/95 that a NOTAM was in effect. Notwithstanding that, I believe I fully complied with appropriate procedures in conducting the flight from gai to easton. Additionally, it should be noted that on may at approximately XX00 local, I returned from the easton airport to gai. Prior to the flight I got a WX briefing and once again I was not notified of any NOTAMS. I questioned the briefer since I felt there probably would be an air show on memorial day, and after renewed efforts on his part, he informed me that a special NOTAM was in effect for the annapolis area. If I had not questioned him about the NOTAMS, it would not have been given to me. I was informed the reason it was not readily available was that it was a special NOTAM. A transcript of that briefing should be available.

Title: ERRONEOUS PENETRATION OF TEMPORARY RESTR AREA.
Narrative: I PLANNED A VFR TRIP FROM GAI TO THE EASTON ARPT ON MAY/SUN/95, DEPARTING AT XX00 LCL. DURING THE MORNING PRIOR TO THE FLT, I RECEIVED A WX BRIEFING. AT NO TIME DURING THE BRIEFING WAS I INFORMED OF NOTAMS FOR MY RTE OF FLT. I DEPARTED GAI AFTER APPROPRIATE PREFLT CHKS AND REMAINED IN THE DESIGNATED VFR AREA FOR FLT TO THE EASTERN SHORE AT 2000 FT. AT ALL TIMES DURING THE FLT, I SQUAWKED 1200 ON MY XPONDER AND MONITORED BALTIMORE APCH ON 128.7. WHILE FLYING THROUGH THE ANNAPOLIS AREA, I OBSERVED 2 F18 HORNETS FLYING IN FORMATION IN FRONT OF ME AND 1 F18 HORNET ABOVE ME. AT NO TIME DID I OBSERVE MYSELF WITHIN 1/4 MI OF THE F18'S. UPON LNDG AT THE EASTON ARPT, I WAS ADVISED BY THE GND PERSONNEL TO CONTACT BALTIMORE APCH AND WAS GIVEN A TELEPHONE NUMBER. I CONTACTED BALTIMORE APCH AND WAS INFORMED THAT A NOTAM WAS IN EFFECT AND WAS ASKED FOR MY NAME AND TELEPHONE NUMBER. I FULLY COOPERATED AND WAS TOLD I WOULD BE CONTACTED ON MONDAY. I BELIEVE THIS PROB WOULD NOT HAVE ARISEN IF I HAD BEEN PROPERLY ADVISED DURING THE BRIEFING ON THE MORNING OF MAY/XX/95 THAT A NOTAM WAS IN EFFECT. NOTWITHSTANDING THAT, I BELIEVE I FULLY COMPLIED WITH APPROPRIATE PROCS IN CONDUCTING THE FLT FROM GAI TO EASTON. ADDITIONALLY, IT SHOULD BE NOTED THAT ON MAY AT APPROX XX00 LCL, I RETURNED FROM THE EASTON ARPT TO GAI. PRIOR TO THE FLT I GOT A WX BRIEFING AND ONCE AGAIN I WAS NOT NOTIFIED OF ANY NOTAMS. I QUESTIONED THE BRIEFER SINCE I FELT THERE PROBABLY WOULD BE AN AIR SHOW ON MEMORIAL DAY, AND AFTER RENEWED EFFORTS ON HIS PART, HE INFORMED ME THAT A SPECIAL NOTAM WAS IN EFFECT FOR THE ANNAPOLIS AREA. IF I HAD NOT QUESTIONED HIM ABOUT THE NOTAMS, IT WOULD NOT HAVE BEEN GIVEN TO ME. I WAS INFORMED THE REASON IT WAS NOT READILY AVAILABLE WAS THAT IT WAS A SPECIAL NOTAM. A TRANSCRIPT OF THAT BRIEFING SHOULD BE AVAILABLE.
